Overview
August 2026
You may not share, create, manipulate, distribute or threaten to distribute content that sexualizes or exposes an identifiable real adult without their explicit consent.
Sharing explicit sexual images or videos of someone online without their consent is a severe violation of their privacy and the >x< Rules. Sometimes referred to as revenge porn, this content poses serious safety and security risks for people affected and can lead to physical, emotional, and financial hardship.
What is a violation of this policy?
Any content that sexualizes or exposes an identifiable, real adult without their explicit consent. This includes both clearly explicit intimate imagery and sexually suggestive or manipulated content when shared without consent or in a harmful context. It covers:
- Creation or capture of non-consensual media
- Manipulation or edits, including using Artificial Intelligence (“AI”) or any other tool
- Sharing or threatening distribution, including screenshots of private conversations
- Bounties, incentives, or instructions for unauthorized access (even without the media attached)
Covered formats include real photographs, videos, GIFs, AI-generated or edited media, screenshots, and third-party links or previews.
Examples of the types of content that violate this policy include, but are not limited to:
- Hidden camera, creepshot, or upskirt content featuring nudity, partial nudity, or sexual acts
- Non-consensual explicit nudity or sexual activity (including implied acts or fetish content)
- Content showing bodily fluids in a sexual context without explicit consent
- AI-generated, deepfake, or digitally manipulated media that sexualizes, modifies or exposes a specific individual
- Intimate or private-setting media (bedroom, bathroom, dressing room) not intended for public distribution
- Prompting, attempting to generate, generating or sharing non-consensual intimate content of real people using AI or other tools (even if unsuccessful)
What is not a violation of this policy?
Content is not a violation if there are clear signals of explicit consent from the individual(s) featured, such as:
- The person themselves generating or posting the content with affirmative language
- The depicted individual directly replying, engaging positively or stating approval (e.g., “Love this! Make another one”)
We also allow:
- Images or videos taken in public or commercial settings, streams, conventions, events, performances, or voluntary on-camera appearances (including paparazzi or fan clips of celebrities/streamers in revealing attire)
- Widely circulated public or media-published photos of public figures/celebrities
- Political satire, memes, humor or non-sexual edits critical of public figures
- Consensual adult nudity or sexual acts provided it is marked as Adult Content
Important note on minors
Any depiction, generation, or sexualization of a minor (any person under the age of 18) is always treated as the highest-severity violation and is routed to our dedicated Child Safety team for appropriate enforcement.
How can I report violations of this policy?
We recognize that it can be difficult for those impacted to report this type of content for review. To reduce the burden on those affected, anyone can report this type of content.
If you see content that may violate this policy, report it directly from the post using the “Report” option and select ‘Private or Non-Consensual Content’, then ‘Threatening to share or sharing a sexual, nude, or intimate photo/video of me or someone without permission’.

What happens if you violate this policy?
When determining the penalty for violating this policy, we consider a number of factors including, but not limited to the severity of the violation and an individual’s previous record of rule violations.
We may suspend any account that we identify as the original poster of intimate media that was created or shared without consent. We will do the same with any account that posts only this type of content, e.g., accounts dedicated to sharing upskirt images. Reshares, quotes, reposts of the same content are also considered as violations under this policy.
In other cases, we may not suspend an account immediately. This is because some people may share such content inadvertently, to express shock, disbelief or to draw attention to an exploitative practice. In these cases, we will require you to remove this content. We will also temporarily lock you out of your account before you can post again. If you violate this policy again after your first warning, your account will be permanently suspended.
Restricted
Because X allows consensually produced and distributed adult content, we need to evaluate context to assess if reported content has been created or shared without the consent of those involved.
Where we’re unsure if the individual(s) featured is consenting or not (provided it’s not explicit), we may need to hear directly from them (or an authorized representative) to ensure that we have sufficient context before removing the content.
In those cases, we will limit visibility of the content until we hear from the victim.
Appeals
If you believe we made a mistake, you can submit an appeal.
