X's purpose is to serve the public conversation. Violence, harassment and other similar types of behaviour discourage people from expressing themselves, and ultimately diminish the value of global public conversation. 

Our Rules are to ensure all people can participate in the public conversation freely and safely. We have a range of enforcement options, which we take to reduce the risk of harm to our users, in a proportionate manner. Users can also appeal account suspensions if they believe we made an error. They can do this through the platform interface or by filing a report.

X is a place to share ideas and information, connect with your communities, and see the world around you. In order to protect the very best parts of that experience, we provide tools designed to help you control what you see and what others can see about you, so that you can express yourself on X with confidence and to make sure your experience using the X platform is safe and secure. Online Safety in Singapore

Singapore’s Online Safety (Relief and Accountability) Act 2025 (OSRAA) establishes new legal frameworks to protect individuals in Singapore from specified online harms and to provide victims with timely redress for certain categories of content.  

Consistent with Section 3 of our Terms, users on X are responsible for sharing only content that complies with applicable laws and that they are comfortable sharing publicly. 

Below, we provide information on how Singapore-based users can enjoy a safe experience on X, including how to report content on X that they believe violates our Rules, is illegal or otherwise restricted under the applicable Singapore legal framework, as well as details regarding the appeal process. 

User Controls

To help you enjoy a safe experience on X, we provide tools designed to help you to control what you see, so that you can personalize your experience on X. We make it easy for you to take action on a post. Tap the … icon at the top of any post on your timeline to quickly access options like unfollow, mute, block, report, and more. 

  • Following and unfollowing: Users can choose to either see or stop seeing someone’s posts on their timeline. 

  • Muting: Users can mute an account if they do not want to see that account’s posts. 

  • Blocking: Block is a feature that helps you control how you interact with other accounts on X. This feature helps people in restricting specific accounts from following, Direct Messaging, and engaging with them. 

  • Controlling replies: Users can choose who can reply to their posts. The default setting for public accounts is that anyone can reply, but options are available to turn off replies entirely (except for mentioned accounts), limit replies to verified accounts, or limit replies to accounts that the posting user follows. A user can adjust these settings when composing a post, with their adjustments affecting that individual post. To help minimise unwanted replies and improve meaningful conversations, users can also adjust who can reply to a post after the post has been shared. Learn more about conversations on X here

  • Reporting: Users can report accounts or posts they think are in violation of the X Rules. More details can be found below.

We also provide tools to help you decide what others can see about you. This includes but is not limited to our discoverability settings, sharing your location in posts, and media settings which allow you to mark your posts as containing sensitive content.

The Singapore Online Safety Commission

The Singapore Online Safety Commission (OSC) supports the office of the Commissioner of Online Safety (the Commissioner), and is a dedicated government agency established under OSRAA to provide support to victims of harmful content.

How to Report Content That Violates the X Rules

If you encounter content on X that you believe violates the X Rules, you can report it directly through the X app or website. Reports will be routed to the appropriate team and processed expeditiously. More information is available in the Help Center. X takes reports of potential violations seriously and acts where content breaches our Rules.

Reporting Illegal and Harmful Content in Singapore

You can also make a report about illegal and harmful content which is accessible on X in Singapore pursuant to OSRAA by making a report to X through this form

Reporting Flow Process

Please complete all necessary information in the applicable forms, following the instructions, in order to submit the report. Upon submission, you will receive confirmation that your report was submitted. Your report will then be routed to the appropriate team, processed expeditiously in accordance with our obligations under applicable laws, and you will be notified of the outcome as soon as our team has all available information to make a final decision. 

In the case of a report about content that is prohibited by X Rules, illegal and/or that X is legally required to restrict under the law, if a violation is identified, X will notify the violating account about the enforcement action and their right to appeal. X does not disclose information about the person who submitted the complaint.

Appeal Process

Users can appeal account suspensions if they believe we made an error. They can do this through the platform interface or by filing a report.

Withholding a Post or Account in a Country

We may withhold access to certain content in a particular country if we receive a valid and properly scoped request from an authorized entity in that country. Read more about country withheld content.

Online Harm Notice Under OSRAA

OSRAA establishes a new legal framework which, in appropriate circumstances, may provide a basis for victims of certain types of online harm to seek remedies through the Singapore courts. For further information, please refer to the Singapore Ministry of Law’s website.  

X is in the process of establishing the appropriate method and channel for victims of specified online harms under OSRAA to be able to submit an Online Harm Notice to X for further action. Once available, to submit an Online Harm Notice to X, users must:

  • Use the prescribed form of notice, in the prescribed manner, setting out the prescribed particulars; and

  • Submit the duly populated form to X via the method and channel directed. 

Please note: X will not accept Online Harm Notices submitted to it via any other method.  

Submitting an Online Harm Notice to X will be separate from submitting a report of a potential violation of X Rules and/or a report about potentially illegal and/or harmful content which is accessible on X in Singapore pursuant to OSRAA. X will assess and handle valid Online Harm Notices in accordance with its legal obligations and policies.
